The reconfiguration of security in Europe requires the EU to make greater self-defence efforts, including the creation of a unified European armed force, EU High Representative for Foreign Affairs and Security Policy Josep Borrell said in a statement.

He pointed out that due to the Russian military operation in Ukraine in the “European security landscape”; a “tectonic shift” occurred. The EU responded quickly and forcefully, providing financial, humanitarian and military assistance to Ukraine, but “it is now clear that Europe is in danger,” Borrell warned.

“The new security environment demonstrates that the EU must take more responsibility for its own security. To do this, we need a modern and compatible European military <…>»,— wrote the head of European diplomacy.

He added that military aid to Ukraine had depleted the EU's stockpiles, calling it “the most obvious example of our weaknesses.”

The idea of ​​creating a single European army has been discussed since the early 2000s, and the leaders of the EU member states have spoken about it at various times. In 2018, French President Emmanuel Macron argued that the European Union would not defend itself unless it decided to have a “true European army”. As one of the reasons for this need, he named the behavior of Russia, which he considered “threatening”. Macron also said that in terms of security and the ability to defend itself, the EU should become more independent from the US.

In September 2021, Borrell already mentioned the need to create a unified European force to protect the union in connection with the situation in Afghanistan after the withdrawal of American troops. “I think it's understandable that the need for more 'European defence' has never been so obvious— after the events in Afghanistan»,— he said.

In an interview with the TV channel “Belarus 1” he stated that the organization considers NATO expansion as “a prerequisite for increasing tension and further militarization in the region.”

At the same time, Zas stressed that the CSTO has enough forces and means to respond to possible threats and the need for there is no expansion of the power block.
