How can the work of school extensions be changed in Russia?

Afterschool groups can become part of the educational process. This was announced by State Duma Speaker Vyacheslav Volodin. Parliamentarians have already begun consideration of the federal bill on regulation of the extension work, he added.

What what is the essence of the bill?

As stated in the explanatory note, the main goal of the bill is — this is the development at the federal level of a unified systematic approach to organizing the activities of after-school groups (GPA) on the territory of the Russian Federation.

According to statistics, at the beginning of the 2021/22 academic year, out of 39 623 educational institutions, only at 11 733 there are extended day groups.

In 2012, the federal law "On education in Russian Federation" the possibility of creating a GPA was established. And in 2014, the Ministry of Education sent a manual to regions on the work of extensions. However, it is advisory, and not normative. As a result, the decision to open the GPA, as well as the order of their organization, is still in administration of educational institutions.

In addition to the regulatory framework, the authors of the bill are also concerned about  children's well-being. In in particular, if a child hasn didn do his homework on extension during the day, he will do it late in the evening.

 Due due lack of unity of approaches in the organization of the GPA, a number of general educational organizations do not provide independent preparation of homework by children during their stay in GPA. In this case, after returning home from the GPA, the child is forced to do homework on his own late at night, which leads to & nbsp; overload and & nbsp; constant overwork, & nbsp; & mdash; say the developers.

The authors of the bill propose the following:

  • the decision to open daycare groups is made by the educational organization, taking into account the views of the parents;
  • along with supervision and care of children, the extension program should be prepared for training sessions , and clubs and sections, cultural events and other        funding for after-school groups.

«There is still work to be done on this issue. Today, there are after-school groups only in a third of schools. It is important that federal regulations guarantee the creation of after-school groups in schools. It is necessary to discuss this issue with the parent and teaching community», — Vyacheslav Volodin stressed.
