There were no Russian teachers in the Russian-controlled territories of the Kharkiv region, said Minister of Education Sergei Kravtsov, TASS reports. The fact that Russian teachers were detained in the Kharkiv region the day before was announced by Deputy Prime Minister of Ukraine Irina Vereshchuk.

According to Kravtsov, all Russian teachers are safe— where the Russian military is in control.

“All the teachers who previously went to teach in the liberated territories are now located where the situation is controlled by the Russian military and the military of the Donetsk and Lugansk People’s Republics. Statements that they have been prosecuted in the Kharkiv region and face a prison term do not correspond to reality, — quotes the statement of the Kravtsov agency.

The fact that the information about the detention of Russian teachers in the Kharkiv region is not true was also stated in the military-civilian administration of the region to the RIA Novosti agency. “There were no Russian teachers in the region. However, what could happen to the local teachers who collaborated with Russia and were ready to teach according to the new methodology is still unknown, — told the agency in the administration of the region.

Under Ukrainian law, Russian teachers detained in territories that Kyiv considers its own could face up to 12 years in prison because they are not combatants. Ukrainian teachers, if they agreed to teach under the Russian program, face prosecution under an article on collaborationism, which implies up to 15 years in prison, Vereshchuk said.

On the morning of September 13, the head of the Investigative Committee of Russia, Alexander Bastrykin, instructed to initiate a criminal case on the fact of the detention by Ukrainian servicemen of teachers “who taught according to Russian curricula on the territory of the Kharkiv region”. The citizenship of these teachers is not named by the Investigative Committee.

In early June, Kravtsov said that from September 1, schools in the DPR and LPR would switch to Russian educational standards, local schools would provide Russian textbooks.

In mid-June, the Kommersant newspaper wrote with reference to sources that a number of Russian regions send teachers to work in schools in Donbass. According to the publication, delegations of teachers were formed in Buryatia and the Novosibirsk region. Teachers were promised double salaries and travel allowances. The Ministry of Education of the Novosibirsk Region confirmed to the newspaper that they had formed a delegation of teachers from the region, but did not disclose details about the number of teachers.

The Ministry of Education of Primorye reported to the publication that employees of the regional department had already left for the Donbass “for methodological support of educational processes”, however, they noted that the issue was “resolved” with the dispatch of teachers.

In the Ministry of Education, responding to a request RBC on the publication of “Kommersant”, said that the department is conducting large-scale continuous work” to support education systems in the Donetsk and Lugansk People's Republics, as well as in other territories where there is an “urgent need” for this.

The ministry also reported that it supplies textbooks to the Donbass, and also provides “assistance for a wide range of educational needs.

Russia has been conducting a special military operation in Ukraine since February 24. Russian President Vladimir Putin called it the goal of protecting the inhabitants of Donbass from “genocide by the Kyiv regime.” Under the control of Russian forces, according to reports from the Ministry of Defense, are the Kherson region, part of the Zaporozhye and Kharkiv regions, part of the DPR and the territory of the LPR. Military-civilian administrations (CAAs) were formed in the controlled territories.

However, on September 9, the head of the Kharkiv CAA, Vitaly Ganchev, said that control over the city of Balakleya in the south of the region had actually been lost. On the same day, he announced the evacuation of the population of the cities of Izyum, Kupyansk and Veliky Burluk due to artillery shelling by the Ukrainian armed forces.

The Ministry of Defense announced that it had deployed troops of the Izyum-Balakliya group in order to increase efforts in the Donetsk direction “to achieve the stated objectives” special operations.
